Mr. Emmanuel D. Otieno

Research Scientist

With research interests and publications in health economics, tobacco control, health insurance, non-communicable diseases, sexual and reproductive health, disability and innovation, occupational and environmental health.

Mr. Emmanuel D. Otieno is a Research Scientist at Community Centre for Evidence Policy Options (CCEPO). His research interests and publications include works in health economics of tobacco control, health insurance, non-communicable diseases, sexual and reproductive health, disability and innovation, occupational and environmental health.

He received his BSc in Public health from Clarke International University and has a Master of Public Health from Bugema University in Uganda. He is a clinician of Orthopaedic medicine and a member of the Allied Health Professionals Council, Kampala, Uganda. With 22 years of experience as a medical practitioner, Emmanuel Otieno has a strong background in the field of Medicine as well as healthcare industry. He spent many years living and working in Southern Africa and was one of the founders for the Infectious Disease Control Centre services in Chobe, Botswana in 2003. He has also worked in remote and underprivileged communities including field operations in Somalia and South Sudan.

Community Centre for Evidence Policy Options

Prior to his appointment as Research Scientist of CCEPO in January 2023, he had served as a technical advisor to the Vice Chancellor Gudie University Project and was a convenor of the youth alive project. He has also held appointments as a member of Gudie University Project’s policy and research committee, and a board member of the Vatreni Holdings Ltd. Other professional experiences he served as a director of the Bolt Media Consultancy which he built into a successful health Enterprise.

He has also worked as a consultant for Brandeis University on cost-benefit of four-panel rapid screening in antenatal care in three countries in Sub-Saharan Africa, Ministry of health Uganda on evaluation of the family planning costed implementation plan 2015-2020 and development of the professional fee guidelines for Dental and Medical Practitioners. Mr. Emmanuel is a Lecturer of Public Health at Uganda Christian University and a Scheme manager of Gudie Health Plan in Uganda.

With extensive knowledge of the civil society organizations and other international organisations, Emmanuel Otieno has facilitated high-level multilateral and bilateral studies at international and regional level. He has contributed to multi-stakeholder initiatives and collaborations in research for social impact. He is a leading première researcher of social innovation. His work focuses on how social equity is improved through new ways of organizing, resourcing, and scaling social change, and the relationships between state and in policy processes.

Mr. Emmanuel is passionate about community-engaged and transdisciplinary research in support of a fairer World. He conducts research that generates high quality research publications, as well as outputs – such as policy and practice guides – which support the uptake and use of research knowledge. Mr. Emmanuel has lectured extensively on Public health with over 10 published articles in his areas of expertise especially in health policy and related issues. He has demonstrated scientific stature in peer-review publications and service to professional organizations. He is a regular technical advisor to governments, philanthropy and industry and has been an expert advisor to the policy makers and implementors on initiatives related to improving inclusive social economy. Mr. Emmanuel Otieno is a multi-skilled professional with technical expertise in policy, project management, implementation science and public health research.
