Dr. Francis Runumi Mwesigye is a medical doctor specializing in Health Planning, Financing and Policy. He holds MBChB of Makerere University, Uganda; MPH of Boston, USA where he majored in Health Financing and Planning and MBA, EASI of East Africa. He also holds an International Research Fellowship on Health Financing, Policy and Planning at the London School of Economics and the London School of Hygiene and Tropical Medicine 1993-95. As a research fellow he followed MSc and PhD courses in Policy and Planning at the 2 Universities for a period of 2 years. Francis has worked in the Planning, Financing and Policy arena for the last 36 years and previously headed the Planning, Financing and Policy Department of Ministry of Health, Uganda for 12 years. His active research area is in the field of Planning, Financing and Policy. He coordinated development of Health Sector Policy, Sector Planning, Sector Monitoring and Evaluation, and Sector budgeting among other many assignments. Dr. Francis has attended several skills development short courses including (i) National Food Safety at Tufts University (ii) Policy Research Report Writing – World Bank Institute, Washington iii) Leadership and Management courses, Kennedy School of Government, Harvard University. Francis is a well-motivated team builder, mobiliser and results oriented person at the workplace. He garnered sufficient experience from the job and assignments and mooted, guided and coordinated many key activities over the years. Mobilization of masses was a passion.
